Massachusetts Man Charged in CDL Exam Fraud

On October 15, 2026, the U.S. Department of Justice announced federal charges against Rudy Nolasco, 42, of Lynn, Massachusetts, for his alleged involvement in a commercial driver's license exam fraud scheme.

According to prosecutors, Nolasco used a hidden Bluetooth earpiece during a Commercial Learner's Permit (CLP) knowledge test in November 2021.

Investigators say Frank Castro provided answers through the earpiece, helping Nolasco pass an exam he had previously failed.

Castro was convicted in January 2026 and sentenced in May to time served, approximately 23 months in custody.

Nolasco now faces a federal charge related to the unlawful production of an identification document. The charge carries a potential sentence of up to 15 years in prison.

The allegations against Nolasco have not been proven in court.

What This Means for CDL Drivers

Federal investigators continue to pursue fraud involving commercial driver licensing.

Using hidden communication devices or outside assistance during CDL testing can lead to serious criminal charges, not just disqualification from an exam.
