Maryland Updates Dump Truck Weight Rules

Maryland has updated its rules for heavy dump trucks registered in other states under the International Registration Plan (IRP).
The changes took effect on September 28, 2026, and were highlighted by the Pennsylvania Motor Truck Association on October 14.
Under the updated rules, qualifying out-of-state dump trucks can use Maryland's special weight allowances without obtaining a separate Maryland vehicle registration.
The rules apply to certain dump trucks with four or more axles, including a lift axle, and a gross vehicle weight exceeding 55,000 pounds.
To qualify, carriers must obtain a Maryland MVA Dump Service Certificate confirming that the vehicle meets the required lift-axle standards.
The certificate must remain inside the truck and be available during inspections.
Some routes allow weights up to 70,000 pounds. However, the actual limits depend on the road, vehicle configuration, and type of cargo.
Special restrictions also apply to Interstate highways, including a 65,000-pound limit in certain areas outside Allegany and Garrett counties.
What This Means for CDL Drivers
Dump truck drivers and owner-operators working across state lines may qualify for Maryland's higher weight allowances.
However, the required certificate must be obtained before operating under these special rules.
Drivers should verify axle requirements, weight limits, and approved routes before hauling heavy loads.
